All I can discern is the presidential seal, then below that in reverse, THE WHITE HOUSE, and then also in reverse, WASHINGTON
As far as I can see there’s nothing more on the paper. . .
Later in the post I corrected my error. The name of the image file, when viewed at the original source, is RTM.png. The interprestation is that the president signed the memo (it’s same kind of pen he uses and WH stationary) and the file name ties it together.
