My husband is great at this stuff, and we have 2 brand-new iPads. One is for my son. I asked about this. He said the only thing we can do is allow specific sites. So I guess the icon is there but he can’t do anything unless we approve and specify a site. Does that sound right?

We do that in my office for an iPad that is used for patient check in, medical history entry, etc. Browsing is not even allowed.
Use a specific AppleID with a password which your son doesn't know and he cannot change a thing on it.
