My husband is great at this stuff, and we have 2 brand-new iPads. One is for my son. I asked about this. He said the only thing we can do is allow specific sites. So I guess the icon is there but he can’t do anything unless we approve and specify a site. Does that sound right?

Exactly. There are even means to lock down an iPad to only specific apps. We do that in my office for an iPad that is used for patient check in, medical history entry, etc. Browsing is not even allowed.

Use a specific AppleID with a password which your son doesn't know and he cannot change a thing on it.
