By "run for the Senate", I presume they mean, "be a candidate for the Democratic Party NOMINATION to run for the Senate".
Since the Democratic candidate is assured of a seat in the Senate, and since being elected to the Senate for even a single term guarantees retirement as a multi-millionaire from bribes and corruption, I am quite sure that serious Democratic candidates will abound and that Mr. Manning's publicity stunt will end before or shortly after the primary is over.

Ted Stevens, to be a member of Congress, even if in prison. It’s up to the Senate or House to decide who may serve. As for state offices, different laws apply in different places. Factcheck.org.
