Well he accepted USG property (USG Secrets) - Manning material with no right nor authorization to do so. So at a minimum he is a recipient of stolen goods or at a maximum participant in espionage. If he actually tasked Manning then definitely espionage. So he has real USG legal problems he would like to bargain down.
