You keep ignoring the fact that he specifically said he would only do what he was legally authorized to do and he wasnt going to ask for the necessary permission to release the birth certificate.
If the goal was to release more information why would he bother looking for something he could not release. His statement is only about things they might be able to release. And they found that in the archives. That does not mean they did not find things they could not release because of Hawaiian law.

I.e.: he wasn’t asked, what had he found that he could release. He was asked what he’d found re his investigation into Obama’s birth.
