Interestingly, what the fellow wants is one of the few such manias that actually is attainable.
He can become Filipino, for most practical purposes. Filipinos are remarkably xenophilic. A bit of Tagalog, a Filipina wife, and he is set.
He may be too insane to take such reasonable steps, but its certainly possible.
