Sounds like mission to win hearts and minds, and treachery or complicity by the village elders. This is what was tried in Afghanistan during Bush/Obama years, and costs us lots of our finest soldiers.
We should get away from this type of thinking, and just hammer ISIS wherever we find them, and get out. Repeat as necessary. No patrolling by our finest troops, where they can be picked off by IEDs and ambushes, just engage, smash, destroy and withdraw. Repeat ad infinitum.

If the village was “supportive of ISIS”, why was it not turned into ash from above?
Why is that village still there?
The whole thing about changing the mission while it was underway smells of US commanders falling for bad intel and sending our forces right to the ambushers. Odds this will be covered up? 100%? The village elders might have contrived to stall (until the ISIS forces could respond to their message about US troops), but it sounds like double crossers at the intel level and an analytical deficit made this disaster possible.
That village should....disappear.
