In general, this would be unconstitutional. Once the gun safe is in the open in the burned-out remains of a destroyed neighborhood, it's an entirely different question. I still don't approve, but it's far less obviously nefarious. This is not the same as disarming people still in their own homes after Hurricane Katrina.
