It’s a red herring. Democrats are raising plenty of money. Only the DNC is lagging. Ossoff outraised Handel 5:1 - $23.5m to $4.5m for a seat vacated by Tom Price, a Republican. Expect a tsunami of Democratic cash for 2018, given how fired up they are.

Many donors are refusing to write checks. And on-the-ground operatives worry they won’t have the resources to build the infrastructure they need to compete effectively in next year’s midterms and in the run-up to 2020. "..resources to build the infrastructure.." in other words, payoffs to precinct captains to stuff the ballot boxes.

Two factors to consider:
1. Democrats have lass influence to peddle. Many contributors from last year, will be seeking to ingratiate themselves with whoever holds power this year.
2. Butt covering. Those with things they want/need to hide, may shy away from drawing negative attention to themselves, by those who now run the Justice Department, FTC and IRS.
