Either the Mom was an absentee owner or entirely condoned that entrance display.. I’m going to suspect she well knew what her daughter was up to and absolutely condoned it until the shop imploded by her daughter’s decision.

If the mother didn’t live in the area, she might not know about those signs on the door. Why would the owner want to host a police/community event if she did know?
