Why didn’t officers on the ground shoot toward the window from which the perp was firing. Surely LVPD has some rifles. It is, after all, a place in the country where half the pickups have a scoped rifle in them.

The shooter was 320 feet above ground level, and the distance to the center of the target was 1360 feet.
Even if you were certain of your target, could get set up, check the distance, adjust for drop & windage, and know you wouldn't be "bumped" while shooting, would you pull the trigger?
