The easiest, fastest way for President Trump to kick the NFL, *hard*, is to direct the IRS to change the tax-free status of municipal bonds, which are *supposed* to be used for infrastructure, from being used to subsidize the building of stadiums or as tax incentives to sports teams. Everything that is still legitimate for muni bonds remains tax free. But NOT stadiums or tax breaks.
This does not need to be done retroactively, but means that in the future, the billionaires who own the NFL can still sucker local and state governments to build them stuff and pay them, *BUT BONDHOLDERS WILL HAVE TO PAY INCOME TAXES ON THE INTEREST EARNED FROM THOSE BONDS*.
Which means that such bonds will have to be competitive with commercial bonds. This will cost the billionaires who run the NFL BILLIONS OF DOLLARS.
And with this rule change, they will squeal like stuck pigs.
