The Weather Channel is reporting that the Rio De La Plata River located near Comerio, Puerto Rico has flooded an epic 79.45 Feet, which is the highest ever recorded in history. According to The Weather Channel, Flood Stage on the river is at 11 Feet. The Weather Channel states that this could be correct because of the such steep terrain. They have been unable to confirm this information since all electricity is out all over the island
Guessing this is normal flow of the dam but the land is hilly.
The city looks to be not that many feet above the river. Not good.
