My laymen's common sense analysis ; a hurricane's clouds are already shading and cooling the waters below. Brightening the clouds seems superfluous. I flew around Harvey last week...it was covering, shading, cooling the waters of nearly the entire gulf.

And I still worry about messing with mother nature.
