Capital city Pyongyang is at the centre of a campaign to remove anyone who would be considered a threat to order in the regime.
South Korean spies claimed the North Korean regime is working to expel citizens from the capital amid growing "disgruntlement".

Interesting.
If I were Kim, I might be a bit more worried about the military suddenly turning on him, offing him with an AA gun and seizing control.
The general populace doesn’t seem to be that much of a threat - no guns, no real organized opposition, etc.

Kim is just trying to protect Japan from Godzilla, who was awoken by earlier bomb tests. Kim feels really bad and wants to destroy Godzilla.
