This is one of the hundred mystery items of the Quran....where twenty-odd interpretations have come out of this wording.
If you go around Oman or Qatar....for decades, there was a style called the Batula. If you find any women wearing it today...they probably are over the age of fifty (this ‘trend’ is dying out). The best description would be that it looks kinda like the Green Lantern mask....covering mostly the nose and mouth.
If you go to Indonesia, you have the fashion of the Selendang...which is mostly just a silky scarf that hangs over 80-percent of the hair and doesn’t cover any part of the face.
Most historians will agree that some trend started up around 1,200 years ago, with Middle-Eastern guys setting a dominant role in society....having nothing to do with Muhammad...and using the religion as part of their societal behavior change. All of this survives on today....thanks mostly to peer pressure among men to control their women and their behavior.
