My Proposed Subsidy Calculations to Make Murkowski Merry

A person's subsidy would be based on the average monthly premium amounts of the PPACA subsidy silver plans for 2013, 2014, and 2015 for a 50-year in the capital city of the person's state.

The average amount would be adjusted for a person's age, CPI inflation and in most cases the effective tax rate paid on the income on the tax return which last claimed the person as an exemption.

The maximum monthly subsidy amount for a US citizen shall be:
silver_base_amount*age_factor*tax_rate_factor*inflation_factor*budget_factor

The silver_base_amount of a state shall be
the sum of the monthly premiums of each of the (second) lowest cost silver plans
for a person 50 years of age in the capital of the state as of 2014
(in January) in the years 2013 and 2014 and 2015,
divided by 3 to compute their average cost

A person's silver_base_amount shall be the lesser of
a. the silver_base_amount of the state of residence
b. the silver_base_amount of the state of coverage issue
plus 40% of the difference if silver_base_amount of the state of coverage issue is less.
[to adjust for the probably higher cost of care in the state of residence, as the coverage issuer might]

The age_factor for a person of at least 18 years of age shall be:
(age of the person in years-10)/40

[The age_factor of a 50-year old would be 1]
[The age_factor of a 64-year old would be 1.35]
[The age_factor of a 23-year old would be .325]

The age_factor for a person under 18 years of age shall be:
.2 plus
.02 for each year of age under 6 plus
.5 if under two months of age

[The age_factor of a 2-year old child would be .28=.2+(4*.02)]

The tax_rate_factor shall be
.90 less (basic income "Tax"/"adjusted gross income") of the most recent federal income tax return
(as of the time of subsidy calculation processing) from among the two tax return years
prior to the year coverage starts that claims for an exemption the person to be covered
but
.80 if zero basic income "Tax" was owed on the return
or no return with an exemption for the person was found in IRS records for the two tax return years prior to the year coverage starts
and the person would be or was at least age 50 as of the start of coverage
.60 if zero basic income "Tax" was owed on the return
or no return with an exemption for the person was found in IRS records for the two tax return years prior to the year coverage starts
and the person would be or was under age 50 as of the start of coverage
[The .60 rate is meant to provide powerful prodding for younger folks to find well-paid work and employer-funded coverage. ]

The inflation_factor shall be
the CPI of January of the year prior to the coverage start date/the CPI of January 2014

The budget_factor shall be
.95
less (the total number of residents according to the 2010 census in all Medicaid expansion states added after 2016/1,000,000,000)
less (the additional number of people getting federal health coverage purchase subsidies as of the December past over December 2016/100,000,000)
but never decreasing more than .02 per calendar year

The amount of .05 shall be added to the budget_factor two full calendar months after a Medicaid reform bill allowing the increase has been signed into law by President Trump.

[The budget_factor somewhat reduces the individual amounts of subsidies as millions more people gain coverage.]

[Contrary to bogus forecasts and Democratic fearmongering, the number of people covered will grow under Trumpcare.]
