Looks a lot like a cyanotic dermis or even a day-old corpse. Also, they might be of Eastern Indian extraction, which would cover any number of idiosynchratic conditional inconsistencies (and even sexual/psychological aberrations).

Great guesses but it's too much colloidal silver in their diet....self cure for a variety of illnesses but in too great a volume.....voila! blue skin....
