Probably the apathy was there before as much as it is today. Political activism and concern is a business of the relatively few. The idiocy existed in Emerson's time. Here's what he said about it:
Republics abound in young people who believe that the laws make the city, that grave changes in policy and modes of living, and manipulation of commerce, education, and religion, may be voted in or out; and that any measure, even the absurd, may be imposed on a people, if only you can get sufficient voices to make it a law. But the wise know that:
Foolish legislation is a rope of sand, that crumbles in the twisting.
The State must follow, and not lead the character and progress of the citizen. The form of government that prevails merely reflects what cultivation exists in the population which permits it.
