I think Congress has tried to make it less ambiguous with their proposed law.

Yea, well... the record of his Tweets can be collected 8 years from now then sent to the Trump presidential library and sealed for another 5 plus years after that. That's what Obama has done with the records of his illegal unmasking of Flynn (and probably others).
So... thirteen years from now, will Trump's Tweets to "celebrities" really have some huge impact on our national Security or anything to be overly concerned about?

You're just engaging in sophistry over an irrelevancy, which is of course your right. I don't care if you, Congress, the pope and all the king's horses consider this to be an "official record" or not.
That label and saving the remarks in the National Archive for posterity doesn't add or detract any heft from what they are. Personal insults delivered publicly to a pair of jerks who deserve it.
