There are certainly sinful reasons adults might decide to go outside of modesty customs. But government enforcement is a crude instrument that can cause more harm than good if we try to use it to abolish all sin.

Biological reality check: breasts exposed to the sun for extended periods don’t keep their taut & perky look for very long.
One bad sunburn up top and a woman is instantly middle aged.
So there is pragmatic reason to keep the female bosom covered when outdoors which has little to do with religious or societal concerns. Them’s the facts.
All a gal needs to do is claim that she self identifies as a male.
Women are kept safe by the decency of society in times and places that society is reasonably decent. In times and places where this is not the case, laws about what women can wear have reflected it. For example, Islam maintaining that an uncovered woman may be raped without it being considered rape, because she was inviting it by being uncovered. And terrible laws in the other direction from India where women were not allowed to cover their breasts if they were of a certain caste, unless they paid a special tax to be allowed to cover them.
Also the sensibilities of modesty are not exactly the same as decency though. As the brilliant CS Lewis pointed out:
"A girl in the Pacific islands wearing hardly any clothes and a Victorian lady completely covered in clothes might both be equally `modest, proper, or decent, according to the standards of their own societies: and both, for all we could tell by their dress, might be equally chaste (or equally unchaste)."
My sense is that we should strive in ourselves to be virtuous, and hopefully if we are successful this may encourage other to be virtuous. There is no legal shortcut to making people virtuous, the law can at best be used to stop behavior which is especially harmful and outside of our societies norms. I suspect toplessness for women will slowly become the new standard...actually I hope it does, not merely to enjoy the view, but in the main because it means that we don't get overthrown by the Islamasists.
Similar experience at a swimming hole at Acadia National Park in Maine...fairly chunky woman in a white bathing suit comes out of the water and walks up the path toward us...same pube issue, and then some. My friend blurts out 'My God! You could flush a quail out of there!' My wife and I employed standard facepalms.
You need to go to the right places outside of San Francisco.
Red Rock Beach used to be great spot.

Years ago while on a ski trip to Banff, myself and several others were relaxing in the hotel whirlpool after a day of skiing when a couple from Germany walked down the hallway and into the whirlpool room totally naked........
“Frightened” by naked bodies? More likely the objectors don’t want to be aroused by a few and repulsed by the many.
