Too bad that treaty is unenforceable and Gov. Brown committed treason by signing a treaty which is reserved to be approved by the US Senate and signed by the POTUS.
it is not a treaty it is a non binding agreement just as there are many states that have agreements with forgiven countries as well as sister cities.
the way hey get around it is by simply saying they are NOT in the treaty, but ARE enforcing the regulations as a ‘matter of grave environmental concern’
