Actually it was Jennifer Palmieri’s hit. Podesta found out about it and suggested she run the hit by Hillary and Huma. They both agreed Seth Rich had to go and Podesta wanted to make an example out of him.They did.
Ironically, the Russians told US authorities about the hit and of course they had to tell the Obama regime.The very people involved in doing the hit.
Webb discusses the Russians telling us near the end of the video,very worthwhile watching.

The FBI didn't even get involved in the Vince Foster case until Star started his investigation.
The D.C. Park police had full reign.
