If your goal is to destroy liberty, terrorism helps you achieve that goal.
When elected leaders say that the citizens must go about their business as usual to show that the terrorists are not winning, they are saying that there is an acceptable level of terrorism. There will be more attacks and they are not going to change their policies to try to prevent additional attacks (ie, the fight to stop the temporary travel ban).
To bring this to a head, the citizens need to do the opposite, stop going to public venues, arenas, malls etc. and let the elected officials know that their policies are not working and there is no acceptable level of terrorism, it must be eradicated.
When businesses suffer, they will join the fight to change policies to prevent future attacks.
