Nah, more likely:
Win7 accounts for 50% of the computers in use. Win10 is about 25%. Everything else is in the noise. So even if all else was equal, Win7 would account for 2/3 of the infected machines.
But everything else WASN'T equal -- the Win10 machines were getting patched automatically. They were immune.
So the only thing left to infect were the Win7 machines that hadn't been patched.
