Aside from the 20,000 artillery pieces North Korea has, an EMP attack by the US on North Korea would render the majority of North Korea's Defense capability useless: jet fighters, missiles with any sort of electronics, communications, etc.
But if a submarine is submerged, is it vulnerable to an EMP (Electromagnetic Pulse) and does water/depth the submarine is at limit the EMP weapon.
It is possible that an EMP attack on submarines might cause it to blow up as no telling what would happen. Plus the fact the submarine might have trouble surfacing.

By the US side, EMP need not be caused by nukes:
EMP can be induced locally —even for individual buildings— by such weapons as CHAMP.
It uses no nuclear material.
Not to mention the water that would absorb and dissipate all of the EMP.
At minimum an EMP would make refueling the submarines much more time consuming. They would have to do it with buckets or manually operated pumps if they can get access to the diesel to start with.
A problem in using an EMP over such a small country as NK is that the effects cannot be contained within NK. China, Russia, & S Korea, possibly Japan, would also likely be affected, killing many in these countries.
Likewise, nuclear fallout from the explosion of near ground nuclear weapons, say to destroy NK’s nuclear weapons program, could spread radiation over a wide area beyond NK.
Retaliation & WWIII would soon begin. Not a good idea.
The only real options Trump has to stop NK’s nuclear program is a massive non-nuclear attack with missiles & bombers or a suicidal attack by special forces. Neither option is guaranteed to succeed & both would surely start a bloody war with NK. How China would react is a very dangerous question.
Having said that, I do believe the Kim dynasty in NK needs to end & their weapons programs ended, ASAP. If NK succeeds in developing a usable nuclear tipped missile, I believe NK will not hesitate to use it against SK, Japan, and/or the USA. The Kim regime is both crazy & crazy scared, a deadly combo.
can someone please explain to me why an electronic item would be affected if it wasn’t plugged in or turned on at the time of the attack? If my car was just sitting in the driveway why would it not work if it was started after the attack?
Unpowered electronics are more likely to survive, but a strong EMP can also take them out. The EMP generates a field that is coupled into the wires (or pcb traces) and appears as a transient voltage. This by itself can damage the electronics. It typically does a lot more damage with power applied because the powered device can amplify the effects.
As I mentioned earlier, if you have an old car it is more likely to survive; whether it is turned on or not.
This is what I believed to be the case.
That said, by using it in a way to take out as much infrastructure as possible, the US and Allies could concentrate on the 20,000 pieces of artillery.
It is my belief that we could black out communication within the North Korean military, and gain time to take out the 20,000 pieces of artillery, which could do great damage on South Korea.
The big issue would be the hundreds of millions of electrical transformers that would be fried and replacing those would take years and years....every house and business has one or more...

If you detonate a nuke at N45, There are auroral effects you can see very clearly at S45.
They are still not sure why this is.
Bottom line: A nuke shakes electrons out of the ionosphere. Because of the cuvature, there is a lensing/focusing effect that sends those electrons in three waves down to Earth. Unless your stuff is in a faraday box, the effect is no bueno. Enough to melt the windings of a motor or generator or overload isolation transformers.
Best way to think about it - like shaking all the snow off the roof and trees all at the same split second.

Saltwater conducts electricity.
A sub submerged in saltwater would not need to worry about EMP. Any currents induced would be conducted around the sub, by the water and the sub’s hull, leaving it undamaged.
However, if North Korea were to attack the US, then hopefully, those subs, whatever the state of their electronic systems, would not have a country to which to return. Nor relatives with which to reunite. Nor grandchildren to know.
