The famous dossier that was prepared as a Dem operations research document by a former British intelligence agent was the basis of the FISA warrant in July that opened the investigation against the Trump campaign into the allegation of collusion with the Russians. There are rumors to the effect that McCain had the dossier flown back from London and given to the FBI.

There are also reports that the FBI paid for the report and other information from the British Intel agent. And there are questions as to who decided to include the report in Trump's first intel briefing that was also attended by Obama. Comey could indeed be a party to all of this. His role needs to be investigated thoroughly, especially if it impacted the failure to initiate an investigation into the leaks and who unmasked Flynn.
