Yet some leading emergency response planners view the persistent menace of North Korea as a new opportunity: reason to alert the American public that a limited nuclear attack can be survivable, with a few precautions.

Officials at the Federal Emergency Management Agency and Department of Homeland Security say the nuclear safety directives are available, including online at Ready.gov, but they have not broadcast them more widely. Asked about spreading the word beyond the website, a FEMA spokesperson emailed a terse response: "At this time time there are no specific plans to do any messaging on this topic."

"But the thing that is frustrating for me is that, with some very simple public messaging, we could save hundreds of thousands of lives in a nuclear detonation."

Radioactive fallout would be carried miles by the jet stream and surface winds. While little might be done for immediate blast victims, researchers say that the public's response will be crucial.

Up until the era of widespread cell phone usage, rural areas of NC with volunteer fire departments had sirens that served multiple purposes, primarily to alert volunteer fire departments to report to the fire station. But, they were used with tornado warnings too, not that we got that many but they do happen here, and I suppose if it had ever been necessary, they’d have been used for air raids. You could hear them for many miles. I can’t remember the last time I heard one, suspect they’re no longer in use.
That's the difference now isn't it? Today's snow flakes are worried about offensive speech on campus. We OTH were worried about being turn into ash covered semi-cooked walking meat sticks.

With the success that Fat Boy has had with his missile testing, my guess is he would miss any target he selected, so no matter where you are, you could be hit.
The best and most important deterrent is to flatten No. Korea & Fat Boy BEFORE he fires any missiles.
The government plans usually involve getting fire, police, and ambulance assets out of the target zone. Along with that you evac doctors, nurses, emergency responders, and of course critical decision makers (politicians). This plan gets the responders out of the attack area rather than have all your assets burn up. Then they can move in after the attack for rescue and reconstruction and fire suppression.
One impediment to this is the population. If everyone jams into their cars and trucks with their bug out bags, the streets will be clogged in ten minutes and the Powers That Be won’t be able to move. Many escapees will be more interested in escaping than in obeying traffic laws and lights, ensuring a total jam (or so the PT think). So the Official Word is Stay Indoors, Stay Off The Streets.
There is a great propaganda movie called “Our Cities Must Fight” that explains why a citizen staying at home indoors is the right thing to do when you learn that YOUR city is targeted. It’s on archive.org.
I think (I haven’t seen the movie for a while) that one point the movie makes is that National Guard and police will be out in force to assure the streets are clear, so it is pointless to load up all your Mountain House cans and a shotgun in your 4x4 to scoot to the far hills anyway.
You know what it would take to do that, right?

That’s what many of us learned in the 1950s. We even had to practice it in elementary school.

There is a training video out there called Shelter In Place that shows how. It was designed for people on a base that stores CW, and has an accident. Sheeting, duck tape, battery powered radio, amusing to watch if you don’t actually have to do it.

I’m just barely old enough to have mostly vague memories of duck and cover under the desk from probably first grade. The only reason I likely recall it at all was due to getting under my desk and assuming “the position” which was kneeling with your head down and your hands covering your neck and/or the back of your head as I recall. It was memorable because somebody had hocked a big lugie on the floor practically in front of my face and I had to stare at it in close proximity for the duration. Pretty nauseating. Greenish as I recall.

The expected life of Cheyenne Mountain during an attack from the Soviets was less than an hour. At this time the Norks can't get a nuke there but even when they get a long-range delivery system it will be a long time for them to attain the accuracy necessary to hold hard targets at risk, unless another country gives them better guidance systems.
