Seems only a tourist’s purchase on a vacation to Vancouver. Probably part of a selection of sweatshirts she wears for exercising. Perhaps she jogs this route regularly?

Maybe it’s just me, but usually the phrase “last seen wearing.....” means last seen “ALIVE”.
To be technical she was naked when “last seen” by the medical examiner.
Hard to say, because of the poor writing, what she in fact was wearing when last seen or when found.
