I might agree if I knew more. I have never seen the rounds but then I wasn’t looking for them either. Judging by the amount of information and criteria by police departments on their use, I would say finding the rounds could be interesting and maybe difficult. I will continue the internet search for information.

Less than lethal rounds can still be lethal. Consequently, I have a hard time imagining a situation in which an armed citizen would be justified in shooting but not justified in using real ammunition.
