disseminating Flynns transcripts to other intel agencies was legal but it was not done because of the potential for leaking. Obama made sure it would leak by making the change. Now its unlikely the FISA reauthorization needed this year will happen unless the deep state leakers fall on their swords.

Executive Order 12333 was promulgated by a President, and it can be modified by a President. The President can alter the EO and authorize other agencies to access information collected pursuant to it.
It is still against the law to release the names of Americans whose names have turned up during a surveillance of foreign targets.
