You cant show it to the public without the consent of the person in the document. If the person in the document gave it to someone else ten years ago, then the "consent" has already been given.
If the Trump administration warned her not to do it and then doesn't follow up with a criminal prosecution, then my theory is probably correct.

If I have an accountant prepare and file my taxes, or if I use a product like Turbo Tax to prepare and file my taxes, I have given my consent to those people to have access to my tax forms. But that absolutely doesn't give them the legal right to publish those forms.
