Not all are like that, but my first roommate was first generation, his parents fled Lebanon. The attitude was basically you come into this world with nothing, whatever you could obtain by “guile and skill” was yours to be had. If the other guy let his guard down, it was your duty to fleece him, and you were to be commended for taking advantage of opportunity. Of course most folks would consider that to be stealing.
One night I watched him steal drinks from bar patrons who turned their backs, and change from a $20, too. When I confronted him, he merely winked and smiled. Needless to say, I moved out after a few months . . .
No, not all are opportunists but as you know, culture matters. And theirs is a culture of take what you can sneak. At least on paper our culture still has the Zgo,den Rule as a major component for most of us. Of course that is changing as we get flooded with immigrants from less moral cultures.
