While I could see this providing a basic screen it will also take out members of her own district.

For example: I can use my email account through my router at home and I assume the IP address can be identified as located there.

But I can use that same email on my cell phone in or out of district which will not go through my router. As my number was obtained years ago in another district it also doesn’t have the local area code.

I could also do it from a library several cities away or my work location - which isn’t in my district.

All of these locations will send it to the email server which is not located in my district and therefore 3 of the 4 items noted would not be recognized as “in district” and therefore communications from constituents would be screened out.
