Only some ranges have a warming drawer under the oven, most ARE storage drawers.
I was a GE Factory Service tech for 31 years, so I would know.
If there is no control feature or heating element, it is a storage drawer.

True confession time:
Until very recently I never used the oven portion of the electric range - only the stovetop. But you can’t easily cook a frozen pizza on the stovetop. So I gave it a try.
I’m still a bit confused about how to use it because I don’t have an instruction manual. Yes, I was able to start it by pressing an oven temp button, and increased the set temp. using the up-arrow button, and successfully cooked the pizza.
But I haven’t figured out how to set it to broil (come to think of it, I haven’t actually checked to see if there’s a top heating element). More importantly, I’m not sure of the right way to turn the thing off.
There is an ‘oven stop’ button, but when I press that the only thing that seems to happen is some things blink on the display. So I press the ‘clear’ button, which seems to shut the thing off. But I can’t help thinking that I’m missing something that I ought to be doing to turn it off.
As far as the drawer at the bottom is concerned, I’m reasonably sure that it’s just a drawer.

I unplugged my oven since I do not bake.
I stored cookbooks in the oven instead.
Since I do not bake I rarely opened the oven door.
Mice had a great time nibbling on the books.
That’s when I considered using the stove... for the first time.
Then I unconsidered it when I realized the size of the fire.
It would have been a new twist to cooking the books. LOL.
To this day the oven remains unused.
I no longer have cookbooks.
So I don’t bake.

I store my unused pots and pans in that drawer. Therefore, it is for storing unused pots and pans.
