I suspect the government makes money from collectors and investors with new coin designs. This is not meant for general circulation anyway as the price will be well over $1000 per coin, depending on the weight.

These types of coins are sold at a profit to Numismatics like myself. If they don’t have a high circulation, the value could go up and be a good investment that is tax free.

An example is the 1909 S Lincoln Wheat Cent coin (value and prices are based on condition/grade):
