Pakistan is a Muslim nation with Nukes, and they aren't a superpower.
The scientist is right in saying that one cannot promise protection against a full-scale attack with the technology on the horizon. But, any deployment will have a significant effectiveness where it is unknown by the aggressor whether the strategic objective will be met, therefore reducing his likelihood of initiating and exchange, especially if he doesn't have reciprocal defensive capabilities.

North Korea has commodore 64s that use floppy disks, and people still think it’s a nuclear power. In all likelyhood, North Korea is a CIA psyop, and not a nuclear power. It’s an excuse to keep the sixth fleet in the western Pacific. At least that is what the US ambassador to China James Lilly (who was in the CIA and worked with George HW Bush for 30 years) hinted at to Wm Engdahl. North Korea is not a superpower.
