Any official can administer the oath. Coolidge was administered by his dad who was a local Justice of the peace in NH where he was. LBJ on AF1 by someone one who wasn’t Earl Warren. Does not have to be CJ

Just about any public official can swear Trump in. Calvin Coolidge was sworn in by his father, a local notary public. So this gambit won’t work.
