This is precisely WHY we need to build a few underground (literal) cities.
Self sufficient underground cities... at least 10% population in them.
Can help us survive: nuclear war, biological pandemic (assuming strict immigration controls), asteroid strike, Gamma Ray burst, supernova particle front stripping away all atmosphere, solar mass ejections etc...
The Russians already have cities built underground.
They already have capacity for 55,000 of their population for a combination solar storms and nuclear fallout.

Somebody needs to build a new company called Vault Tech, which builds self-contained vaults. Each Vault gets a GECK, which rapidly turns irradiated wasteland d clean. And when you leave, be prepared for Raiders and mutants in the wasteland.
