Key word is leave. Will he be able to say that after, no. He is doing his best to project wishful thinking his perceptions become a reality, only because he says so.
After watching some videos of how Pompeo has dealt with this administration might be a very, very different story once they get command of the castle keys. I am of the opinion that everybody is simply keeping their powder dry at the same time letting The Won delude himself and his sycophants into thinking they have gotten away with it.

Illegally toppling the government of Libya to use it as a base to illegally run guns to jihadists in Syria, where they were trying to illegally topple another government.
Leaving Americans to die in Benghazi to cover up the gun running.
