Russia has indiscriminately targeted civilians since it intervened in Syria more than a year ago. It’s all part of a clear strategy to eradicate competing forms of governance and civil society in insurgent-controlled territory. Russia did not invent this method of warfare, but exercised it in Chechnya and now Syria. Deliberate, sustained air strikes on municipal buildings, schools, hospitals, food storage warehouses and water supply systems aim to render the opposition’s efforts at governing useless, to spread fear within local population, force it to flee and thus disconnect it from insurgent groups.

“civilians” - read: terrorists armed by Hillary
In a war where only the Russians, Iranians and Syrian military wear identifying uniforms and markings, who is a civilian? True, ISIS favors wearing black, but so do I. In the several YouTube videos I have watched some of the Allah Akbar shouting guys firing their weapons and setting off bombs are wearing stuff I might find in my drawers.
If I was a real civilian and didn’t want to be involved I’d be on my way to Germany.
And that, boys and girls, is how you break the enemy's will to fight.
Plus liberal usage of carpet bombing - cluster bombs with white phosphorous and a healthy helping of napalm ...
It's the uncertainty of just how much worse it could get that restrains the enemy's hand, and reduces civilian support.

The US's strategy has been to remove their ability to fight not their will. If the will to fight is not destroyed, the conflict will linger forever.
It’s the Russian way of war. It’s what they did in Afghanistan, too. And in Germany in 1945. The old adage of the “Russian steamroller” is apt because they flatten anything in their path.
Reminder: the Cold War ended 27 years ago. We won.
Note - Russian GDP is miniscule these days. About the size of Holland. They spend a pittance on their tiny military. They are not a threat.
Japan would have fought at a cost on nearly all their population if we hadn't nuked them twice. Once simply wasn't enough to break their will!

They may not be what they once were, but they have nukes. Something tells me Putin would not be hesitant to use them.
Obviously Russian tactics and strategy in Syria can be criticized. Cooper asks, “To what extent does the Russian military possess real, actionable, battlefield intelligence in Syria?” I suspect that it is vastly more accurate than U.S. intelligence. The U.S. has armed ISIS and our NATO “ally”, Turkey, has funded them by buying their oil. John McCain’s heroes have turned out to be ISIS leaders. Obama is releasing terrorists from Guantanamo. CIA backed rebels fight Pentagon backed rebels. The Russians are trying to subvert the US elections and are indiscriminately targeted civilians (mostly babies). This is all part of an effort to demonize the Russians. They would not be bombing Syrians if the US had not initiated the “Arab Spring.”

Russia knows: War is hell. Whoever gets in the way, gets wasted until the enemy is gone, not defeated, GONE.
You have to stop measuring things in dollars and look at the fundamentals. Russia owes nobody, sits on a huge stack of gold and in ground minerals. America may seem rich only because it prints like crazy but is instead saturated in debt.
