It may be a hoax but appears to be the way that the demondogs operate. For example I have been dealing with a Clinton thrall that claims Trump supporters use violence When confronted with clear evidence that she was wrong she simply said:I don’t believe it.” At that point I asked her if the democratic party was a religion that is beyond the realm of challenge? She just stopped talking to me.
So I guess I am saying is this memo is “Fake but accurate”

CTR is described in the leaks as a "bunch of nerd virgins in a basement" who troll the internet to counter grassroots anti-Hillary efforts, trying to have anti-Hillary users and information censored. They also seek to introduce memes to either mock or discredit or trigger (haha) Trump supporters.
The "Truthiness" of this PDF is that it is in line with what they themselves declare to be their mission.
Thank you. From what you wrote, I doubt that CTR is sophisticated enough to keep their documents secured. This could very well be a copy of a CTR produced document.
