This is for real?? It definitely falls into the “what could go wrong” category.
This approach to controlling feral cats is proven effective. Sterilizing dominant male cats slows population growth. Simply removing tom cats has no effect since others will replace them. The rat thing is not nearly as effective as feral snakes.

Way back when, there were open dumps in the country side. A few of us would jump in the vehicle that had enough gas and go to a dump. Lots of fun, and none of us got shot. Not many rats did either, but we had a blast.
