The student pilot came to U.S. in 2012 from Jordan to go to flight school
FBI and state counter-terrorism unit are now investigating the claims FBI Director Comey has directed Inspector Clouseau to investigate. Before he left the office Clouseau was given direct orders from Director Comey and AG Lynch to make sure all involved in the plot was given blanket immunity.
Press Conference at 10 to publicize the findings of the long indepth investigation.

How does that work? The student just overpowers the instructor? There are dual controls. The student can overpower the instructor if he is strong enough.
But, this was on final approach. The instructor may not have been able to react fast enough to prevent the crash.
