Anything with an inch or less ground clearance is a lowrider, though not owned by a mexican perhaps. Damn sure not a muscle car.

When I think "lowrider", I think something like this below. IMO, some are done tastefully, others not. What I do like about them are nearly entirely the ideas they stole from American custom car builders. ie, the beautiful custom paint jobs, chroming, custom interiors, etc. I hate the hydraulics/hopping crap.
