Finally, a voice of sanity. This makes perfect sense -- it avoids putting a target on a uniform back, and avoids negative press if someone out of uniform inadvertently finds themselves in the middle of rioting. It wouldn't end well for the rioters. :-)

The Marine Corps will never want them to get involved with the local civvy population.
