Her voice was very subdued and restrained as if she was on the verge of breaking into a fit. I think she was cognizant that it could happen again and toned down her voice for effect.
I thought she was probably drugged and propped up. They probably had to do it after her meeting and just before she spoke on live tv and in front of reporters.
The Witch most clearly did the same thing at the DemonCrap convention with the balloon drop. Even she, with the best coaching, couldn't manage to hide the two bobble head convulsion incidents, but you can see her smiling and trying to ride them through.
That talent only comes from expensive treatment and coaching, treatment and coaching she wouldn't have received unless she has a very serious condition that's well known to her closest accomplices and deeply concerns all of them. What we've seen in pubic is the least of it.
Usually after she has an event at which she reverts to screeching and screaming, the managers have her return to the short, choppy, whispery, grandmotherly speaking.
The trouble with her slow speech is that it sounds condescending.
So, she is either screeching at or sounding condescending to her audiences.
