The best way to fight this is through absurdity.

Replace the contents in the men’s room with other items with the same shape so the dispenser will still work. Some examples: toothbrushes, glow sticks.

Or simply tell all of the men to take a tampon every time they go to the toilet. The dispensers will always be empty, and they’ll have to keep refilling them. Eventually, it will get become costly enough that they’ll quietly remove the tampon dispensers.
