When my son was in Little League, I made one powered by compressed air. 3" PVC is perfect for a baseball. I mounted it on a tripod and used it as a pitching machine. It was great for launching pop flys as well.

Schedule 80 PVC would be a better choice.
If you are concerned with the loss of I.D., use 2" Sch 80.

Someone told you wrong. There are no federal regulations regarding potato guns per ATF.
Some municipalities outlaw them. You should ask your city officer neighbor to produce the law in writing.
When potato guns are outlawed....only outlaws..
Potato guns should be strictly regulated, and only issued to those who have attained the rank of Kernel.
