One would think that a prudent hospital would run a quick DNA test on the baby and mother in every case.

The incident happened decades ago, before easy DNA testing.

However, it's SUPPOSED to be the case that babies footprints (unique as fingerprints) are taken before they leave the delivery room.

Understood all that. I’m just saying better practice, that’s all. Maybe more semi-permanent wrist bands or the like.
